SLoCaT Secretariat

The SLoCaT Secretariat is the administrative body of SLoCaT, overseen by the Board of the SLoCaT Foundation. The SLoCaT Secretariat services both the SLoCaT Partnership and the SLoCaT Foundation.

The SLoCaT Secretariat is currently based in Shanghai, China and is hosted by the CESG-Shanghai.

Cornie Huizenga
-Secretary General

Cornie was one of the main initiators of the SLoCaT Partnership and has been leading the development of the planning on the SLoCaT Foundation. Cornie played a lead role in the development of the Voluntary Commitments on Sustainable Transport at the Rio+20 conference including the unprecedented USD 175 billion for more sustainable transport by the world’s eight largest multilateral development banks.

Prior to his engagement with SLoCaT, he had a lead role in the establishment and institutionalization of the Clean Air Asia (CAI-Asia), which has grown into the leading regional initiative on air quality in Asia. Cornie has served on a regular basis as a consultant on transport and climate change for a broad range or organizations including Multilateral Development Banks, United Nations Organizations, bilateral development organizations and leading NGOs and Foundations on sustainable transport.

Cornie holds a Master's in Human Geography of Developing countries from State University in Utrecht, The Netherlands. He currently lives in Shanghai, China. 


Talya Enriquez Romano- Outreach and Membership Director

Talya Enriquez Romano works closely with SLoCaT members to coordinate their activities on sustainable transport with those of SLoCaT. Prior to joining SLoCaT, she served as the Director of Greater China at Marinedream Foundation where she was responsible for raising awareness and capacity building on sustainable oceans and marine life. Her international work experience was in Istanbul, New York and Shanghai, where she worked in both local start-up and multi-national non-profit organizations including World Wide Fund for Nature (WWF) and United Nations Children’s Fund (UNICEF).

Talya holds a Master of Public Administration in Non-Profit Management and Public Policy from New York University and an undergraduate degree in International Relations and Political Science from Bogazici University in Istanbul, Turkey.  She currently lives in Shanghai, China.


Alice Yiu- Program Manager

Alice Yiu is a Program Manager and supports the implementation of a range of SLoCaT Programs and events.

Prior to her role in SLoCaT, Alice has been working as a Sustainable Transport Researcher with the Climate and Environment Services Group-Shanghai (CESG), contributing to the establishment of the Urban Development and Transport Database on China’s sustainable transport development.

Alice is originally from Hong Kong and she holds a degree in Political Science from Brigham Young University-Hawaii.
